In addition, the EU accounts for a large number of international co-publications (56% of all its publications), stemming from research collaborations mainly taking place within Europe. China is the global leader both in terms of the volume of scientific publications and its share of the top 1% of most cited publications.
Regarding R&I intensity (as a percentage of GDP), the EU ranked fifth (2.3%) in 2021, behind the US (3.5%), Japan (3.3%), South Korea (4.9%) and China (2.4%). This R&D intensity gap between the EU and its main competitors is mostly due to a gap in private R&D investments.
Regarding strategic productivity-enhancing technologies (e.g. Internet of Things, blockchain, artificial intelligence and cybersecurity technologies), the EU, compared to the US and China, has a weaker position in leading technological change. While general research productivity has been slowing down in recent decades and scientific discoveries and ideas are becoming less disruptive, the diffusion of AI in science is increasing at a significant pace worldwide, with China in the lead, followed by the US and the EU.
