EU Commission: new assessment of lump-sum funding

The European Commission's Directorate-General for Research and Innovation has published a new evaluation of lump sum funding in Horizon 2020 and Horizon Europe. The report is based on data from Horizon 2020 and Horizon Europe projects, as well as a survey of successful and unsuccessful applicants and evaluators.

The European Commission uses lump sum funding as a means of simplifying EU funding. Following a pilot project in the last three years of the Horizon 2020 programme, which showed that the approach was well received by users, lump sum funding was gradually introduced in Horizon Europe.

The main findings are that flat-rate funding continues to be popular with users and is perceived as reducing the administrative burden. Stakeholder concerns have not been addressed.
